He just waits for something to happen and reacts to it. Is careful when it comes to placing his vote, and he was tunnel visioning me as soon as I'd claimed Miller - until CP died. (Which is something I can see scum do because a Miller is an easy lynch target. Holo voted for me as well, and he was scum, so..) + He last-minute voted KOtA D6. And also - Process of Elimination.
