A great deal of anime characters are "fantasy races" where they're not from anywhere. Even in cases with real world setting, they don't really look like the nationality they're supposed to represent

Like Japanese men look more like this:

If the latter set of characters can lay claim to being Japanese, then a dark-skinned character from a fantasy setting can be black. For fucks sake...


Anyway my answer is Noé from Case Study of Vanitas!

@Auron One major aspect contributing towards the whole mukokuseki thing is the stylized art style of most anime having their Japanese characters lacking the trademark epicanthic folds on their upper eyelids like most ethnic Japanese in real life have. One exception that comes to mind is Attack on Titan, where the two "Asian"-equivalent characters, Lady Azumabito and Mrs. Ackermann, are drawn with them.
Some of you never watched Bakugan Battle Brawlers on TeleToon in 2008 and it shows.

Is a light skinned black person or black albino white?

Are the Simpsons Asian because they are yellow?

Also Noé from Vanitas is a made up vampire race. If he’s black I guess Vanitas himself is a light skinned black French man.

And not every light skinned person in the world is European either. But people headcanon characters to be European all the time in fantasy medieval settings. You don't have to agree with everyone's conceptualization of a piece of media. Don't get your panties in a bunch.

African-descended people with albinism are black. Simpsons are presumably white Americans, seeing as minority characters (like Apu) are colored non-yellow. Also Asians don't look yellow, might wanna update your worldview from 1920s.

Vanitas is born human, and Noé is from a specific clan of vampires (Archivisté clan), so it's perfectly fine for them to have different ethnic phenotypes. France has more than one ethnicity, let alone fantasy France where you can have different clans have different features.

Anime is simplified drawings, you're not gonna see through super minute facial differences.

It's absolutely fine to take certain proxies like skin color and have your interpretation in the absence of canon answers. In Naruto, Hyuuga clan is clearly a different ethnicity than the Uchiha clan, even though they have similarities. In this show, Noé's clan seems to be characterized by dark skin color and pale hair (he isn't the only one with it), that's enough for me to say there's an ethnic demarcation there.
