I don't like 7 as a rating so I almost always avoid using it. It is the safest rating that people can use to say that what they watched/read wasn't too good but also it wasn't bad. You may say that 7 means that the title was "average", even though it is clearly above average on the number scale.
Average means 5 in my ratings so if something is above that (6, 7, 8, 9) then I had a positive experience overall with it, and if a title is below it (1, 2, 3, 4) then I had a negative experience with it.
As for 10/10, I reserve that score for titles that are so special to me that I would disregard any flaws that they have.
My ratings are almost purely subjective so you may notice that I gave a rating of 2 to something very good or that I gave a 9 to some garbage.
I also update my ratings in my list around twice or three times a year, because usually my opinions on the things I consumed would change with time as I let them age in my mind.
This is a rough introduction to my profile and I probably need to edit it to make it shorter and less bloated, but for now I hope this was not too boring to read.
