This is how you rate anime.

First you have to watch Qin Shi Ming Yue: Canghai Hengliu. It's objectively the best anime, from its characters' depth to its intelligent approach to philosophy. This is a 10/10.
Now, when you're rating an anime you compare it to Qin Shi Ming Yue: Canghai Hengliu. For example, Tatami Galaxy would be a 7-8/10 , madoka would be a 5-6/10.

There are no anime that are 10/10 except Qin Shi Ming Yue: Canghai Hengliu but an example 9/10 would be Fullmetal alchemist Brotherhood. I am using popular examples to prove the point. An unpopular 9/10 would be Mononoke.

I am letting 1 point because I admit there could be some subjectivity but it goes as far as a point
