I enjoy anime and manga that go deep into their characters' feelings, personality and relationships (love, friendship, fellowship): I have no problem accepting a plot not particularly good if the characters are amazing!

As can easily be ascertained from my profile, I am a huge Shinkai fan and believe it or not, find him very underrated from a critical standpoint. There is a level of authenticity and emotional nuance to his characters that make them feel so relatably human and empathetic which is sometihng I think anime as a genre, tends to lack. Shinkai for me stands out because the narrative and characterisation approach that he uses is much more akin to great writers in the literature as opposed to within anime where characters are often too exaggerated and hard to believe. I find anime characters are very much "anime characters" as opposed to just "characters" in general.
Touno Takaki is one of anime's best written characters - his characterisation has a level of depth I expect only to see in the most profound and well-written novels where writers have the ability to really specify, in words, exactly who and how characters are. Shinkai managed to achieve this in a very short film, and it is why 5cm/s is one my absolute favourites.
Shimanami Tasogare is also an excellent manga - very nice to see it there as a favourite of yours.
