Where should I start from?
You should start from the main series, on episode 3, because episodes 1 and 2 are a non-canon celebration for the manga getting an anime adaptation. They throw in a LOT of characters which if you're a newcomer to the series you won't know and you'll probably find the whole thing confusing. You can go back and watch eps 1 and 2 after episode 22 or 23.
Can I start the show from some newer season, say like Gintama’?
NO. You can’t just skip 200 episodes, you won’t know what’s going on, nor know any of the characters. Plus you’d be skipping on some amazing serious arcs. It’s insane doing that.
Gintama takes its time, sometimes taking entire arcs, to introduce its characters for you to get to know them and understand them well. You don't want to skip that.
But isn’t Gintama just parody nonsense?
No. It relies heavy on comedy, but it’s not all there is. You have a main story that progresses from day one and top-tier serious arcs. Gintama can make you cry out of laughter in one episode and cry out of pure emotion in the next one (sometimes in the same one).
Ok, but… where does it get good?
You’ll find different opinions about this, but these are the two that I see the most:
1. From the start (I share this opinion).
2. Around the first serious arc (ep. 50+ of main series). Some people find the first 50 or so episodes not as good as the rest of the series.
The best way to find out is checking it out for yourself!
Should I try the manga or the anime first?
In my personal experience, it’s better to start the anime instead of/before the manga. The manga can be very dialogue heavy and confusing at some points. The anime it's a great adaptation which translates way better the humor and overall essence of the show.
Gintama Movie 1: Shinyaku Benizakura-hen (2010) [This is a remaster of the first serious arc of the main series. Some people watch this movie instead of the regular episodes. I recommend watching the episodes and then watching the movie.]
About Gintama.: Porori-hen (2017): This season is just a compilation of earlier comedy arcs that were cut from earlier seasons. You can watch this at any point, as long as it’s after watching Gintama.. I recommend watching it after completing the show (at least after everything that is available to watch).
Just like Porori-hen, I recommend watching the specials, OVAs and everything else after completing the show.
Recommendation
Gintama has a LOT of references to japanese culture and more, so some jokes or scenes sometimes need clarification. That's why I highly recommend, if available, watching it (at least for the first time) on a release where you know there are "translation notes" explaining such things.
