It's a cover art of an opening or an ending single of one of the seasons of Sayonara Zetsubou Sensei, I don't really remember which one.

Edit: Yeah its Second season's opening + ending CD Kuusou Rumba. Anyway, its a show with lots satire, about an overly pessimistic teacher constantly trying to kill himself. It's fun, watch it.
