This is an interesting manga, because while it is rough around the edges and also has a "time-looping" plot, it manages to execute the flow of the story effectively while simultaneously incorporating the thrill/excitement of a regression series.

The main issue is the obsession to be excessively cruel to the main character. At some point, the line between character development and a sick fantasy was crossed to create Kiska. In the same way that characters from other series will be as strong as the plot demands, Kiska is kept at a specific power level to ensure the story remains balanced. Incredibly uncharacteristic for a "system" main character, but rather than feeling novel, it feels rather frustrating to see.

Undoubtedly however, is this manga's ability to create tension and suspense. You get to witness how the world around Kiska is affected by the looping, introducing new variables and scenarios of which he must adapt to.

The art is great, and the author also isn't afraid to make characters do extreme things to accomplish their goals.

But because this is an ongoing series, it's hard to properly rank it. Expect a higher rating in the future if the author doesn't drop the ball, it's very difficult to go downhill from a promising spot like this.
