OVA is higher quality, and has buckets more flair. (And come on, this is Kaitou Kid we're talking about. He is *personified* flair.)

I just watched the first episode of the specials to compare. I actually prefer the 1412 one though the Special did have a bit of things I liked more.
I don't really understand how you can say the special had more flair because honestly, the first episode of 1412 had WAY more flair than the first episode of the specials. Example below.
The scene where Kaito finds out who his father really was and how he gets the suit. The Special he just finds this abandoned office place with a radio.
The 1412 new one though has him fall on a padded chair, lights go off around him and it's a jukebox that has the recorded message. That is far more crazy and colorful.
On top of that, the animation is better in the 1412 version, not much better but better. The colors were changed slightly on the hair and it doesn't really make any difference to me at all.
The 1412 one also had some clever artistic shots that showed off how he did certain magic ticks.
For example, when he was hanging from the ceiling in the classroom, in the 1412 one they showed that he was hanging by a rope on the back of his shirt. That wasn't in the specials.
Other differences that I preferred the 1412 first episode were...
In the special, Aoko finding out Kaito's weakness being fish was by a short scene where she saw a text message from Kaito's mom.
In the 1412 version however, she is returning Kaito's school bag that he forgot and came across the chat with his mom to which they had a discussion and we get to see Kaito's mom talking directly to her. This allows us to see their relationship together right away.
Finally, the fish scene. It makes more sense to me in the 1412 version that Kaito goes over to Aoko's house to have dinner and she uses that as an excuse to trick him into seeing a fish. It also makes it transition better to the dad finding the gem as opposed to the specials where she just walks out and shows him a fish on the street before bringing the fish home and the dad finds the gem inside. Why didn't Kaito try harder to gett he gem out? In the 1412 version he didn't have time, but in the special he did have time.
A thing that I preferred in the special though was...
We saw Kaito being nice to a kid who fell on the side walk. Cheering him up with a magic trick. I liked that, it showed another side to his personality.
Other than that, the episodes were exactly the same. Since I thought the 1412 version was not only flashier but also better animated and the fact that it will have even more material than the specials seem to cover. I don't see how the specials could possibly be better than the 1412 version.
We will have to wait and see I guess. They really aren't that different anyway, you can pretty much watch either one. lol
The show pretty much covers the OVA material to appoint. However as mentioned the OVA's are better quality (Atleast if my memory is correct) OVA's are Conan OVA's and not really Magic Kaitou's. Kid just features in them.
The specials and tv series just shows the heists from Kids perspective.

I agree and respect some of your points like how they made some scenes make more sense (Kaito having a string on the wall to hang himself), we see him putting on a disguise on his classmate, or his tricks having more sense within the classroom. However, I think the specials wanted to capture some of that craziness that happened in the manga with their own flair and time which I also respect. It's quite outrageous that he brings an octopus balloon and very unbelievable but I think it ties to its comedic effect (which only happens in the first episode). I do also like how Kaito uses cards instead of his card gun so no one traces Kid to him but I think the card gun was his own invention so... take of that what you will.
However what I do not appreciate what 1412 did was have Kaito flirt with the teacher to get away with his shenanigans. Looking at his childhood friend's panties is already a big out but since Aoko is already trying to punish him, it's not like what he was doing was respectable. But being forgiven because he said some flirtatious line with the teacher? I draw a big line there and I don't appreciate the manga for doing this at all. It's why I appreciate the specials for actually showing consequences for his actions, and doesn't have him charm his teacher to be excused. He's a goofball, not a flirt. And disrupting class like that will get you in trouble, which was implied by Aoko when they were walking home "Be glad you weren't expelled".
Going back to my point, a lot of the first episode in specials was more for comedy but what I enjoy is how it ties later into the episode.
You have Kaito use a crane for his magic and ultimately fail. But he uses that same trick as Kid to get away and was used successfully. I think it's very thematic that show Kaito's development when he takes up the mantle.
I find TMS/special having higher quality graphics and animation because even though A-1 can handle background, character models are very questionable at best and you can tell they're not used to Gosho's style and I can see it just falling apart with the mismatched faces, elongated noses, weird movements, etc. TMS while having a bold animation (only for the first episode), they are still very consistent with it and can still have really good shots. I also think from a storytelling point of view, specials just handles a lot of things better like their characters and dynamics.
So while I appreciate some minor decisions 1412 made, as a whole composition, specials really take eth cake for me. (Specials/OVA >>> MK 1412) It might be a lot more outrageous but I think that's part of the charm they wanted to capture that ties a little to the manga (because the manga started out as a gag). While 1412 was more faithful to it story wise, specials was faithful in its comedic but both with their own modern flair. For the specials, this quirkiness tones down in future episodes but I think they still balance comedy and serious better than 1412.
But ultimately for anyone starting, I say watch both and be the judge if you want to. I prefer watching specials but if you just want to be introduced to the full cast without caring too much about story/consistency/continuation, I say 1412 is a good new viewer starter.
Except the Conan episodes in 1412 because how those are arranged, it is so much better appreciated when you watch the DC version first and I still question their decision to animate Conan episodes but not their first meeting (Black Star), it goes back to my point of no consistency
